1.0      SCOPE 

This document describes the Global procedure for controlling and issuing the Media Access Control (MAC) addresses used to uniquely identify network stations. This procedure is to be used in conjunction with Enterprise Data MAC Address procedure MD-0890 for all Enterprise Data MAC address applications. For all other product applications this document can be used on its own.

This procedure covers allocation of MAC addresses to Nortel products during new product introduction (NPI), manufacture and return/repair.

2.0      DEFINITIONS

Throughout this document, the following acronyms will be used:

3.0      Background

An OUI is a 24 bit globally unique assigned number referenced by various standards. OUI is used in the family of 802 LAN standards, e.g., Ethernet, Token Ring, etc. Its assignment is administered solely by the IEEE Registration Authority. The OUI defined in ANSI/IEEE Std 802-1990 can be used to generate 48-bit (represented as six (6) hexadecimal octets) Universal LAN MAC addresses to uniquely identify LAN stations.

An OUI assignment allows the Assignee to generate approximately 16 million addresses by varying the last three octets. The IEEE states that they do not intend to assign another OUI to any part of a company until more than 95% of the block of potential addresses from the original assignment has been consumed. Furthermore, the IEEE makes it incumbent upon company administration to ensure that large portions of the address block are not left unused in manufacturing facilities.

Note 1: MAC addresses generated from a Nortel assigned OUI are to be used in all Nortel designed product wherever it is manufactured. MAC Addresses generated from third party owned OUIs are not to be used in Nortel product. 

Note 2: MAC addresses generated from a Nortel owned OUI are not to be used in third party designed equipment i.e. OEM equipment.

If in doubt contact the Assignee or the Administrator (Enterprise Data) for advice.

4.0      ACCOUNTABILITIES 

4.1      Assignee

The Assignee is the representative of the company (Nortel) to whom the OUI address block is assigned by the IEEE. The Assignee has sole responsibility for initiating all requests for OUI address blocks with IEEE. The current Assignee is David Jenkins.

The Assignee manages the control and issuance of addresses to the Administrator (Enterprise Data), Administrator (DMS) and Requestors. 

The Assignee has the responsibility to:

· Regularly monitor the email account set up for administration of MAC addresses

· Issue specific address ranges to Administrators and Requestors, dependant on the usage pattern of addresses and the requirements of IEEE.

· Ensure Administrators and Requestors are aware of turnaround time for requests. Currently this is five (5) working days for a new OUI and two (2) working days for a new address range.

· Ensure that all issued address ranges are comprised of unique (non-duplicated) addresses.

· Maintain a log of all OUIs or address ranges issued and all correspondence relating to the issue of OUIs and specific ranges.

· Ensure back-up copies of logs are maintained to ensure Business Continuity.

· Ensure that sufficient quantities of addresses are kept on hand so as to meet current turnaround times.

4.2      Administrator (Enterprise DATA)

The Administrator (Enterprise Data) acts as a delegate of the Assignee to manage the control and issuance of addresses to the various manufacturing facilities (Requestors) for Enterprise Data products. The Administrator (Enterprise Data) will be a Nortel employee. 

The Administrator (Enterprise Data) has the responsibility to:

· Issue requested address ranges to Requestors within one (1) working day of receipt of the request.

· Ensure that all issued address ranges are comprised of unique (non-duplicated) addresses.

· Maintain a log of all address ranges issued (see Appendix 2 for an example)

· Ensure back-up copies of logs are maintained to ensure Business Continuity

· Ensure that sufficient quantities of addresses are kept on hand so as to avoid the possibility of running out at inopportune times.

4.3      Administrator (DMS)

The Administrator (DMS) acts as a delegate of the Assignee to manage the control and issuance of addresses for DMS product. The Administrator (DMS) will be a Nortel employee. 

The Administrator (DMS) has the responsibility to:

· Monitor the email account set up for the purpose of administering MAC addresses for DMS products

· Issue requested address ranges to Requestors within one (1) working  day of receipt of the request.

· Ensure that all issued address ranges are comprised of unique (non-duplicated) addresses.

· Maintain a log of all address ranges issued (see Appendix 2 for an example)

· Ensure back-up copies of logs are maintained to ensure Business Continuity

· Ensure that sufficient quantities of addresses are kept on hand so as to avoid the possibility of running out at inopportune times.

4.4      Requestor

The Requestor is the representative of the manufacturing facility at which the MAC addresses are programmed into Nortel products. For Enterprise Data products the Requestor will request address ranges from the Administrator (Enterprise Data), for DMS products the Requestor will request address ranges from the Administrator (DMS). In all other cases the Requestor will request address ranges from the Assignee. Requestors may be Nortel employees or employees of Nortel’s contract manufacturing (CM) or electronics manufacturing services (EMS) partners. 

Requestors working for a CM or EMS which is responsible for placing work with other manufacturers (Tier II suppliers) will ensure that the manufacturers are made aware of this procedure. Furthermore Requestors will, where programming a MAC address is part the manufacturers work, be responsible for providing MAC addresses to those manufacturers.

MAC address ranges will be allocated to specific product families, or products within a product family.

The Requestor has the responsibility to:

· Ensure that the requirement for and use of MAC addresses is discussed and agreed with the relevant Nortel operations/engineering prime. 

· Ensure that all programming of MAC addresses uses unique (non-duplicated) values. Ensure that MAC addresses are used efficiently (minimise wasted or unused addresses).

· Provide the information identified at Appendix 1 to the Assignee when requesting a new range of addresses.

· Maintain a log of all address ranges issued (see Appendix 2 for an example).

· Ensure back-up copies of logs are maintained to ensure Business Continuity.

· Ensure that sufficient quantities of addresses are kept on hand so as to avoid the possibility of running out at inopportune times.

· Be aware of any product specific restrictions on MAC address values.

· Return unused MAC addresses to the Assignee or the Administrator as appropriate in the event that products are transferred from one manufacturing facility to another.

· Ensure that Tier II suppliers are made aware of this procedure and are provided with MAC addresses as appropriate.

5.0      Procedure

                                              i.     The Requestor makes a request to the Assignee or Administrator (Enterprise Data) or Administrator (DMS) as appropriate for a new range of addresses. The Requestor will provide the information identified at Appendix 1 A, B or C at the time the request is made.

                                            ii.     The following email addresses are in use:

Assignee - MAC address, Global-OPS [BRAM:6800:EXCH]

Administrator (DMS) - ADDRESS2, MAC [BRAM:S270:EXCH]

Administrator (Enterprise Data) - Morgida, Joe [BL60:7011:EXCH]

                                           iii.     The Assignee or Administrator enters the requested quantity into a spreadsheet that records the starting and ending HEX values for the address range as well as the subsequent quantity of addresses that remains from the range being administered. Data from the Information Request (Appendix 1, A, B or C) is also entered onto the log.

                                           iv.     This log file is not available to the general public because of the internal Nortel controls that are placed on this data.

v. The requested ranges are distributed by e-mail (non–verbal communication) by the Assignee or Administrator to the Requestor to assure strict adherence to the documentation standards for the addresses distributed and to prevent any misunderstanding of ranges

vi. The Requestor maintains a log of the address ranges allocated and of the usage of those addresses. At least two (2) working days before a new address range is needed the Requestor will initiate a new request for addresses.
